Do Lifeline rules change by state?
The core federal rules are the same everywhere: the qualifying programs, the 135% income rule, one benefit per household and yearly recertification. A few things vary:
- Program names: for example, Medicaid is Medi-Cal in California and SoonerCare in Oklahoma
- Income limits are higher in Alaska and Hawaii
- California and Oregon add state Lifeline support
- California, Oregon and Texas have used state eligibility processes
- Residents of Tribal lands can receive up to $34.25 a month
How do I find the right page for my state?
Each state page lists the local names for SNAP and Medicaid, the 2026 income limits that apply there, whether the state includes Tribal lands, coverage notes for its largest cities and links to neighboring states. Use it to check that you qualify before you apply, then start your application with your ZIP code.
Which states have the most Lifeline customers?
The largest states by population, such as California, Texas, Florida and New York, have the most Lifeline households. Participation rates also run high in states with large rural or Tribal populations. USAC publishes participation data by state on its program data page.
Not sure where to start? Use the map above, or apply right away with your ZIP code: the application confirms service at your address before you choose a phone.
Each state page also links to neighboring states, so you can compare program names if you live near a state line. If you move between states, your Lifeline benefit can move with you as long as you still qualify and update your address.
